Model Deployment Error: "Cannot establish management session" or "Socket connection refused"

Summary
If you receive the error "Cannot establish management session," "Server services not running," or "Socket connection refused," when trying to deploy a model, follow the suggestions in this technical note to resolve the problem.
Problem Symptoms
This problem is identified by one of the following symptoms:
- When deploying a model with the activatemodel or deactivatemodel command on Windows or UNIX, the following output is displayed:
Error: Cannot establish management session with VHI server '<server name>'
Server services not running.
- When deploying a model from Design Tool version 6.0, the following error is displayed:
[VHI 3851] The current model could not be deployed to the Verastream Host Integrator server "<servername>".
[VHI 2860] Socket Error Socket connection refused.
- When deploying a model from Design Tool version 5.5, the following error is displayed:
The current model could not be activated on the local Verastream Host Integrator Server.
Socket error Socket connection refused.
Recommended Troubleshooting
Troubleshoot this problem by referring to the appropriate technical note described below:
- Verify that the Verastream Session Server is running. To determine how to check the Session Server status, see Technical Note 10054.
- If the Session Server is not running, start this service (see Technical Note 10004).
- If after starting the Session Server service, the status is "stopped," see Technical Note 10055 for troubleshooting information.
